Sarah Thomas, Vice President, Public Policy and Communications, NCQA, states that there are 3 significant pieces of quality improvement strategies for health insurance exchanges.

First, there is the process for delivering quality measures to consumers in order for them to choose a plan. Second, setting a set of provisions around health plans while working on strategies to improve value (eg, using benefit design in ways to get better value and setting up a competitive environment for health plans to compete for quality that provides the best care with the lowest premium). Finally, the third quality improvement strategy is deciding who is able to be in the health insurance exchanges. These decisions are made with accreditation and qualification criteria.
