Carolyn Quattrocki on Getting Creative to Sign Up Consumers for the Insurance Exchange Coverage

The Maryland Health Connection, the state's insurance exchange, employed a number of strategies in during the second open enrollment period to get consumers signed up, explained Carolyn Quattrocki, executive director of the Maryland Health Benefit Exchange, the agency that operates Maryland Health Connection.

They realized that in order to sign up individuals agency had to reach them where they live, but more importantly many of the eligible people had never had health insurance before and didn't understand the basics of what insurance could do.

"We're trying to be creative and comprehensive in the way we approach this," she said.
