Avik Roy Outlines His Obamacare Fix

Although Republicans have been considering a repeal and replace approach to fixing the Affordable Care Act (ACA), Avik Roy, senior fellow at the Manhattan Institute, has his own plan.

Although Republicans have been considering a repeal and replace approach to fixing the Affordable Care Act (ACA), Avik Roy, senior fellow at the Manhattan Institute, has his own plan.

Believing that coverage expansion under the ACA will become well entrenched, Mr Roy is looking not to replace the ACA, but instead use the exchanges by gradually migrating Medicaid and future Medicare population onto them.

"There's a way to get to a market-based endpoint while having a more gradual transition from the ACA to a more market-oriented model, taking advantage of the exchanges to do so," he explained.
