Sarah Thomas, Vice President, Public Policy and Communications, NCQA, says there are three options for states looking to initiate health insurance exchanges (HIX): federally facilitated, state sponsored, and partnership models. The partnership model is run with the aide of the federal government; therefore, for a state not ready to fully run its own exchange, the model is ideal.
Thomas also discusses ways HIX can improve access to care and cost through competition.
